AE is the inland high-risk zone. VE is coastal with wave action. X is outside the high-risk area (fema.gov/glossary/flood-zones). The Base Flood Elevation is the water level with a 1-percent chance of being reached in any year (fema.gov/about/glossary/base-flood-elevation-bfe). The Florida Building Code puts the lowest floor at or above BFE plus 1 foot, or the design flood elevation if higher (FBC Residential R322.2.1). Tampa sets its design flood elevation in City Code Ch. 5-121. In VE and Coastal A zones the City requires a geotechnical report, a scour analysis and a V-Zone design certificate, and does not allow shear walls or structural fill below the design flood elevation (City of Tampa, Technical Guide: Flood Requirements for Residential New Construction, 3/14/24). An elevated luxury home should not look elevated. We design the entry, the garage and the outdoor living around the required floor height so the house reads as one piece. That is a design decision made at the lot, not a fix made at framing. ## Permitting New homes in Tampa go through the City's Accela portal. The package includes a sealed topographic survey, site plan, tree survey, sealed building plans, energy calculations and, in a flood zone, an elevation certificate by an engineer or surveyor (City of Tampa Residential New Construction Permit Application Guide; tampa.gov Flood Protection). A separate Residential Utility Application has to be started before the building permit is accepted.
